I cannot say with certainty, but yes, it would be around 12 March. OINP usually have 2 draws every month as per their updates page. so be ready with your documents and apply for Nomination as soon as you get NOI.
There is very slim chance for getting NOI with this Score. You need to improve your score and IELTS is one of the best option for it. There is no confirmation that Ontario will reduce CRS score for ICT stream like they did it in June 2017. so as of now, no chance. Work on your English.

My partner and I submitted our application on 15 November 2017 and it is currently in Decision in Progress stage. Our CRS is 415.
We received an ADR on 1 March 2018 asking for various documents. One of the things being requested is proof that the main applicant has the equivalent of a Canadian Bachelors, Masters or PhD degree. We both had our credentials assessed by WES and the main applicants education is the equivalent of a Diploma (three years). I am aware that Ontario requires a degree as a minimum however is there any way, if our score is above 67 (we have relatives in Canada which will help the score), that we would still be nominated?

Ontario requires your CRS score to be above 400 throughout processing. However as your NOC code belongs to IT sector, there is a chance they might allow you to continue. Ontario removed the limit of minimum 400 CRS score during the time you received your NOI. However they will take the final call about your situation.
Any idea, which month's applications are being processed currently for OINP HCP? The website says from July 12, 2017 and March 7, 2018 inclusive. I submitted mine on 8th Feb 2018 and still in submitted state.
