Does somebody remember what the Iranian applicants did when they saw huge delays on their applications? They collected signatures (well, initials) into a collective letter and then what? Through an immigration lawyer or did someone submit it somehow directly to CIC?
Guys I think it's really strange that they put October applicants aside but started to make decision on November applicants. There must be something going wrong with our files and it is definitely not our fault. Should we contact them as a group and ask for the real reason instead of just calling individually and being told "it's normal"? Anyone has any idea?
just to add my 2 cents ,Can reach out to "mandamus" as group through attorney ,but before that should cross 14 month timeline then only any one will entertain ... just to make case strong in case ,god forbids , situation arises please gather your GCMS which can be shown as evidence that no one even touched files for so many months ... but before that suggest to reach out to local MP office and let them know about delays...

But you're right, that we cannot really do anything until 14 months has passed... and if it changes to 15 months while waiting, then we have to wait until that has passed!
But really your case is different. As you mentioned your file already left the "QC-inventory" this August but for us, at least me, criminality check is still going on (and it's almost certain that the file still in QC inventory). If I apply the same rule from you, it'll take at least another 3 months for a DM and it would exceed 14 months. So rather than wait until the 14 months mark, taking action now seems to be a better choice. Who knows if they are going to raise the time to 15, 16, 17 months?
Yes i agree on this what is worrisome here , that none of our files were touched since March-April or May and they are in QC inventory since then Like in APPNOV2014NY case some one at least looked in Aug 4 months before 13 months deadline and received DM just before 13 months ...here in every one's case status for Criminality,Eligibility and Security in progress and most of them are almost in 13 months and soon will be cross 14 months deadline...

No that's why i am saying gather GCMS notes and should reach out to MP to let them know that for months no one is touching files at least that way representatives will come to know there is some issues...

I am wondering, maybe they knew already a long time ago where their capacity will end and just left applications starting mid-Oct 2016 in Inventory knowing that those cannot be processed within the intake quota of this year. And the random DMs we see are really some random picks, the last ones that for some reason reached the active pending status (probably the officer handling those was fast in June or something and managed to get his applications into the quota) sometime earlier and are getting finished now.

Well we never know exact reason ..another theory which i read some where on forums ...delays are tools to secure and retain budgets

Well it's not working too well, is it
at least for QSW with the projected budget cuts. Although the cut for next year does not seem too dramatic, it is still equivalent to approximately 2.5 agents' yearly salary.... Sounds like part-time jobs and less handled applications to me.

I’m reading your suggestions, and they seem interesting.
You know, when you buy something and the seller tells you : you have 2 years warranty, they can’t change that to one year. And if they do, it shouldn’t apply to you, but it can apply to new buyers.
So they shouldn’t be changing delays for previous applications.
In 2012 they even cancelled pr visas because provedure lasted too long believe it or not. That’s non sense.

Yes, you can write letter to your local MP. As many others mentioned before there is no point until application is pass over given processing time.
I am horrified, appalled, disappointed and sad. How could something like that happen? I'm not going to say what I want to say. Maybe if I ever get DM, I will.
