Many possible explanations, mostly speculation
-Different visa offices work at different speeds. What is yours?
-CIC has put Quebec program on slow mode due to MIDI conducting extra interviews for PEQ applicants. Why everyone must suffer, don't know.
-Certain nationalities seem to be waiting longer than others
-Intake target for the year has been reached
-low priority of program
-influx of asylum seekers caused some agents to be relocated to other programs to accommodate them

Go figure.

EDIT. My guess is that the (minimum) intake target has been reached.

There are some applicants from Nov 2016 who did not get medical request yet.

You should be either inland(applying from Canada ) or US than only your VO will be ottawa ...

Just spoke to agent after agonizing wait of 35 minutes , they just don't know anything on files ...and from the conversation what i understood is that there is backlog ..and 14 months is ball park estimates...so i think we should be ready for further delays which is evident from the number of DM's which we are witnessing ...

Don't worry. Even I have finished my medical check in April, my file has just been in QC inventory since then and hasn't been touched for nearly six months. I find out so many October-November applicators got MR ON 29 March. Maybe the agent doesn't know which one should be the first to handle.

I think we can only hope that again the phone agent does not know what they are talking about
But then, my colleague was told it will take 1.5 years for PR when she talked to an agent at the US-CAN border (went there for another family member's issues). I certainly hope THAT person didn't know what they were talking about................

Did agent ask 10,000 questions? He asked me how many times I've called before, when was the last time I called? etc...

I only called them two time so far once in March and second time was on last Monday.

She was saying -are you not able to find status online - i told her ,if it would have been informative i wouldn't have wasted 35 minutes ..then she didn't asked any further questions

Someone on another forum (pvtistes) had DM (apparently today)...application received on oct 17th.
Maybe some hope....can't confirm his VO though.

Dont fret because even if I got DM last week, I havent received PPR yet.
