As per my understanding, it means that the latest profile which got selected has been created on October 19, 2017 at 12:02:28 UTC. If a profile's score is 439 (only 439) and has been created after the time mentioned, will not get ITA.

Profiles with higher score are bound to get the ITAs. If a profile's score is 439 (I mentioned it as it is the cut off), it will not get ITA if created after the time mentioned.

I created my profile on Nov 6th 2017. Just a few days back, because I had to update my IELTS score. Instead of updating I just submitted a new application.
