Hey I ordered GCMS Notes going back in Sept. Mine also stated that background didn't start. It had a completion date of October 31st on background check. But in the space of a month, I got sent out a Criminal record check to send finger prints to RCMP, and had my ECAS update to decision made. I was pretty surprised as I have travelled to a lot of countries over the years. So I thought it would take much longer than a month.
I suspect they start the process a long time back but do not update notes.
Anyways, long story short, it took about a month it seems according to my notes for background check

Update: Inland applicant (+common in law)
Received an email from CIC about sending documents to prove I have lived together with my common-law partner.
I will soon upload my lease and utility bills.
At least things are rolling.

Vehicle insurance showing you both live at the same address, pay stubs/tax forms/etc showing the same address (at least one each) if you have them. If not, I think that what you said you will send is still enough.
Are you applying under Spouse or Common-Law Partner in Canada Class?
