I've sent my fedral file in 30 Jan 2017 and AOR received 11 March 2017 and till now no medical request from London Visa office. Any one same situation ???!!!!!!!!!!!!!
Other visa offices in same timing received medical request or same situation. ??

If everything is working as plan you should recieve med request soon. By febuary you will be 13months

Day 1 of my 14th month today. I called IRCC and they told me they hadn't even started security/criminality yet. I'm totally dejected. Is anyone in VO-Ottawa facing a similar experience?

What does your MyCIC say? Does it say - "Background check not started"? If yes, then IRCC Agent might just be reading your status from MyCIC.

Contrary to popular belief, IRCC Customer Care agents do not have detailed access to files.

What's in the spreadsheet is the latest we have? Most of above mentioned people are most probably stuck due to that PEQ-French-Certificate issue.

Plato is also from PEQ - so it appears that time line for PEQ is exceeding 13 months mark ??

I thought we had already established that based on the trends in the spreadsheet as most delayed QSW inland were PEQ.

I think that our own guess about the PEQ delays is the best we will have and possibly the true reason. I doubt that any official will say in straightforward words that yes, there is a delay for PEQ because of the French certificate issues. It would sound a bit.... discriminative and unprofessional perhaps??

My criminality was passed end of April and IRCC has been working on my security check since beginning of May.
I believe I got stuck at security check stage due to two reasons:

-My nationality (I am Iranian)....
-I did my Masters, PhD and postdoc in the field of Materials Engineering in Canada.
Lawyer told me that an in-depth check is required for an applicant who obtained his/her PhD in the field of Materials Engineering/Mechanical Engineering/Chemical Engineering....

Yes. I understand there will be few odd cases that will genuinely be stuck due to enhanced security check. That's why I mentioned "most" and not "all" in my post

I sincerely hope you get your DM/PPR very soon. It sucks to wait for that long after such an awesome profile.
