during eligibility check , the case officer checks your CRS points 'on that day' vs ITA points issued, if he finds any variance( less than ITA) , there is a chance to get refused.. getting refused is fine, but if you get any 'misrepresentation' then it is more trouble.. i would decline ITA and wait for next draw, since i know for sure i get additional points..
regarding PCC ,
if you lived in country cumulatively more than 6 months, and you are of that country now.. PCC received after you leave the country is valid forever.. ( but if you make a visit again, even one day, then new PCC is required )
If you are applying from a country currently residing on, PCC should be within 6 months at time while submitting application.. ( after ITA)
