I am not an expert, but I don't think it is related not to apply for spouse sponsorship application because you were rejected for different type of visa. In order to be considered for tourist visa, you should satisfy certain requirements e.g. travel history, family ties in Canada and country of residence. But those are not required for spouse sponsorship application.
I guess the concern here is that you might be viewed as someone desperately trying to get to Canada in anyway, but as long as your marriage is genuine and you have all supporting documents including photos, that should be fine. I was refused tourist visa to Canada one month before my spouse sponsorship application was submitted.
For your divorce certificate, I guess it should be asserted from Foreign affairs in Yemen, but if you find it impossible due to the situation in Yemen, you could always submit it without assertion and explain why you couldn't do that, then wish for the best
For the police certificate, I have been in UAE for 12 years and I only provided police certificate from UAE. The same rule above apply, always explain why you couldn't provide.

I am really thankful for your valuable information. I have been asked some friends regarding if I apply now for spouse sponsorship and they said it is fine and there is no something will effect your application.
our wedding was in Egypt and for the foreign marriage there is very complicated . It takes us a month to finish all the papers from no obligation letters from Yemen embassy and Canadian embassy in Cairo for marriage .
then the Health certificate from the hospitals and then go the Ministry of Justice and done the wedding there. all the papers then asserted in Foreign affairs in Egypt ,Yemen and UAE Embassy.
I have all supported documents Wedding photos, Marriage certificate from Ministry of Justice in Cairo, Text messages, cards between us,..etc
it's very tough there to get marriage out side your home country. But ALHAMDULLIAH all make everything done.
furthermore, My divorce paper I have only copy and the original one in Yemen. And due to the Police certificate it's impossible to back to Yemen for asserted those two Papers .
I got also the UAE good conduct certificate . BTW (Are you Yemeni ??)
I need some guide to fill out the applications forms.
If you can guide me or another experts people if there is anyone in this forum explain everything about filling the spouse sponsorship. I will be more appreciated to them.

Your wife can sponsor you while she is in Dubai as long as she is Canadian, and as far as I remember they might ask you at some stage to provide some proof that you both will move to Canada when your application is processed.
Your wife does not need to be working in Canada, it is not a requirement, my wife didn't have a job when she got her sponsor approval.

There is detailed guide that could help you go through the process of preparing your application, you can find it along with the application package. There has been a change in the application since Dec2016, so unfortunately I am not familiar with the process now, but I believe they are somehow similar.
Go through the application package and the guide, try to fill up all you can, ask question on this thread and others, there are so many helpful people willing to answer. If you really found yourself lost and can't figure out most of the questions, I suggest to seek help from some immigration lawyer to avoid trouble ahead. However, don't give up easily, it took me a month to fill up all the applications and prepare all documents and photos.

When you submit your application, add a letter stating that you are not able to submit a police clearance certificate from Yemen due to the ongoing war in Yemen and they might consider it.
