Knowing Canada and the reliance of the country on Behavioural Insights (with organisations like the OECD), I am sure their decision to include siblings as criteria for immigration comes from concrete research. They must have found a strong correlation of PRs with siblings staying in the country for a long term basis than those without.
I also think this dependence on siblings is stronger within Asian cultures than in Western ones. The fact that a huge majority of the immigrants to China in the past decade have been from China and India might be the reason for this correlation to have become evident.
I didn't mean to criticize. I am sure that it was well-researched. It was just a personal comment that it was totally outside of my experience. Just out of curiosity, with China's one-child policy, I would have thought that dependence on siblings would have disappeared.
