Salam Zora jan. I just spoke to her. She said it should be indicated in the email you received. And the email says 'this form should be returned to our office in India. So most likely they want the original version.

You can send it via email if it is requested by New Delhi visa office
reply to the email: print, fill, sign and scan and send it back.

I think this is the IMM 5455 form. Go on CIC website and u can find it

I called and i aksed her , she said depend form cic requested , because this form more than 5 pages you should to fill out and signature, if you want to send from AFG better by post , if your wife want to send from Canada, doesn't matter by scan or post
