Being at the stage you are, I hope you will land soon and be refunded for the OWP! The marriage certificate was for your sponsorship application. You're getting close to the 1 year mark, so everything could move fast now.

Ok that's why your OWP wasn't approved yet. They will start processing your OWP after you get AIP. But you will very likely land before they issue your OWP.

After AIP, you are not yet a PR, so you still need a work permit to be allowed to work. But with AIP, you likely can register to your provincial health insurance plan (I know for sure RAMQ and OHIP, not sure for other provinces). But from AIP to decision made, it can be very fast (1 day in our case). From the spreadsheet, it's about 30% of people that get DM within 2 weeks after AIP. For others, the average is about 60 days.
Then from DM to landing, the range is 1-8 weeks. That's why I'm saying you will likely land before getting your OWP. Only after you land you can get a permanent SIN and not be required to have a work permit to work.
Unless, because your status is restored, they start processing your OWP now... I'm not longer sure... @profiler what do you think?
The letter will state you can apply for a work permit or to study. It will literally state "You are eligible to apply for Permanent Residence". If so, take it to ServiceOntario to apply for OHIP. Also, You can apply for an OWP (but it may not be worth while, as it will take 4 months to get it -- and you may land before then). For help on the OWP, check the link in my signature.
