According to GCMS only meds passed, everything else - not started. Assignment due date 25 June 2017, does this mean that they won't open my file until this date?

What is the other req mean???
You'll need to provide more information for people here to help you I think (like at the very least the case comments in the last few pages of your notes).
Review required in Eligibility means they're unhappy with something you've provided and have probably asked the officer at your LVO to further review.
As for other requirements, I've not seen that before but I'd imagine you'd probably get a hint of what it's about somewhere in your notes.
