They said they cannot verify my status before I became PR, which is very strange. Since I landed in Canada on 2019, I did not travel outside Canada. Thats the reason why they returned it, I probably received my AOR by now if they didnt returned it.

They want to know where you were in the past 5 years. That includes any and all addresses outside Canada in the past 5 years. Even before you became PR. If you were here before your PR status, include proof. It’s up to you to prove to them you’re eligible. Not the other way around. Had you done that you’d probably have had your AOR by now.

It’s available as a pdf download on the IRCC website. Or you can order a printed version. Takes a couple of weeks to get the printed version.

UPDATE:

They returned my application for the second time today for the same reason.

Try to make a letter of explanation that you didn't travel outside Canada since you become a PR then attached all the pages of your passport (expired and current) during your eligibility period.
