Update. I sent a portal email inquiry to IRCC.ClientPortal-PortailClient.IRCC@cic.gc.ca with proof that my application was approved from GCMS NOTES. And now I got my pr portal confirmation email.

I’ll advise to either request one again because mine took one month. https://atip-aiprp.apps.gc.ca/atip/privacyTerms.do this was the website I used. Or try sending them an email and providing proof you submitted a request and include your payment receipt.
