Does anyone know if I can travel outside Canada and use work permit to come back before I receive ecopr?

You can use it but it is recommended to avoid any trip.

Without a PR card, you need the travel visa in addition to your work permit, depending on your home country. Some countries do not need a visa to travel to Canada or may need just a e-travel authorization.

Even if PR is approved (only receive email portal, not e-COPR yet), he/she can travel with WP+ visa (if needed) ?

Its better to keep such travels as short as possible at least till you get the PR card in your hand. If you are going for a week or two then i guess it would be fine but try to avoid any travel till you get your PR card for the sake of simplicity.
