in the email said, that all the factors were reconsidered but the officer said is not sufficient that's why it got refused. is their a way we could reapply?

It might be a technical problem but I dont see that being really the case because when I called the customer service they confirmed that they already sent the email.

I am obviously going to have a very rough night indeed.

Yes...
So probably its a refusal.
You must contact vancouverbro@cic.gc.ca.
Ask them for refusal notes.
You will receive it after around 24h, you will have three options. reconsideration with more proofs and evidences based on the refusal arguments, or JR but it will take a long time and you must have a lawyer to apply for it, or another H&C application with better arguments...
Stay positive... you may have lost this battle but of course not the war.
Be sure, you will receive good news soon.. be strong and and have faith,

I applied again before 2 weeks...
