Can anyone confirm me Is higher secondary education should also be required for ECA or graduation
details are only required for ECA.

Only Post-secondary educational credentials need to be assessed (Bachelors , Masters, PhD). If you wish to claim points for two or more certificates, diplomas or degrees, then you shall need to get the respective credentials assessed. If you have only one credential such as a Bachelors or Masters degree, then only the highest credential needs to be assessed.
Irrespective of what your foreign credential states, you can claim points only for the Canadian equivalent of that credential - as stated in the ECA report.
