assuming my parents need an written authorization from IRCC, but I requested 3 weeks ago, still no reply yet, their website saying response within 5 days, is someone here on the same boat?

Written authorization is not guaranteed so I would be looking at other ways from your children to travel. Not sure how old they are but there are unaccompanied minor programs.

Unfortunately you’ll need to wait. You may also be required to only get one grandparent to bring the child and the return home since they don’t meet the travel requirements.

Is there any way she can restore her status in the U.S.? This wil make it more difficult to get an approval since it raises concerns she may overstay in Canada. Is restoring her status there possible? If so, I would do that first.
Write to IRCC yourself, on their website, you can find the details you need to provide, and a reasonable reason that your family member is not here for tourism, you have a chance to get the written authorization, been waiting for 4 weeks, still no reply yet.
