Not with an outland sponsorship. The benefit of outland sponsorship is that it is a much quicker processing time (in general) than inland, but you do not have the ability to work legally.
Immigration Canada told me that an outland sponsor can apply for a work Visa. They told me it doesn't matter is you are doing sponsorship from inside or outside Canada.

well whoever told you that is wrong. the new pilot program for an OWP is ONLY For inland applicants (the application even says so). Yes, an outland applicant can apply for a work visa, though it is not an OPEN work permit. it is the type of work visa that requires a job offer from an employer and the employer to go through the LMIA process, which is quite time consuming and expensive for the employer.
If you send in an OWP application as an outland applicant, it WILL be refused, and you basically just wasted a bunch of money for nothing.
