Hi Experts,
I need your help on this. My friend is a nurse and her LMO (Nurse Job) is already approved. Can she apply working visa at port of entry instead of submitting the application in Philippines? She has a valid tourist visa status.
How can she expedite the process of applying for a working visa.
Thank you so much for your help.

No, as she needs a medical. See: http://www.cic.gc.ca/english/work/apply-who-eligible.asp
ou can ask to be allowed to work in Canada as you enter Canada but only if:
you do not need a visa,
you already hold a valid medical certificate, if you need it for your job, and
your employer does not need a labour market opinion (LMO) for your job (with some exceptions) or you already have an LMO.
