I am on Temporary Work Permit and my work place is in Quebec. However I am living in Ontario in a town which is close to Quebec Border. I have valid health card and driving license of Ontario. I wish to apply for PR under CEC . Am I eligible for CEC Canada ? Or I have to apply for Quebec PR ? I don't have proper French knowledge so I will not prefer applying to Quebec.
 
You're eligible. As long as you have 1 year work experience you should be able to apply given that you satisfy all other requirements IELTS etc.
