Worker to Visitor status

Work permit is going to be expired soon.
I understand if one apply for change of status from work permit to visitors. That person will have the implied status until the decision is made on the application.

My question is, will that person be able to work under the implied status even though the application is for change of status from work to visitor
OR
the implied status will only be useful to work if you apply for the same category. For example for the extension of the work permit?
