Can 'the work through a job agency' be considered as work experience under CEC? An agency found a job and I worked ful-time in a different location (company) for one year. Yes, it is a NOC B position. I have a contract with the agency, but not with the company. In terms of CIC requirements, I am not sure it is acceptable or not under CEC.

Yes it does count. I also worked through a placement agency at a third party site. Got my PR without any issues.

Same as for any employer. Review the "Proof of work experience" section -

Note that since you actually performed the duties at the client site, IRCC usually expects a letter from the client too (modified as appropriate, since your client is not your employer).
