Work permit to study permit

Hello guys, I have been offered acceptance letter as a "Visiting graduate Research" student, but I am told that I will have to apply for work permit, unlike other schools that would request you to apply for a study permit. My intention is to continue a graduate studies in another University in May 2018 after the completion of the research in question, Therefore, I would like to know if can change from "work permit" to "study permit" while in Canada without going back Germany to apply?
