Work Permit - Occupation Specified

Hello,
I am wondering if a candidate provides a copy of his/her work permit and it shows that he/she occupation is "security guard" but no employer and no employer location is listed (in facgt it is blank) does that mean the worker can work as a secruity guard. He/she says that they are not on a LMO or LMIA as it is now called. In fact they have no idea what it is.

Seems strange that the occupation would be specified for a non LMIA worker????
