Hi if your wp is LMIA based, then in most of the cases an IELTS is required and for a closed work permit 5000 - 6000 Canadians in the bank account is enough.

IELTS is mandatory for permanent residence in Canada but for work permit it depends on your employer and the requirements for your job description but I would recommend you to submit IELTS in advance to avoid delay in processing if IRCC asks for it.
