Work Permit for my fiance.

My fiance is currently in Korea and I am living here in Canada I am a citizen here. Anyway he wants to apply for a work permit to come here. work obviously and spend time together. He doesn't want to apply for a tourist visa as at the same time he doesn't want to burden me financially if he comes. But would it be okay asking for a work permit if one thing they have to do is prove that after their time is done they must go back? Being that I his fiance will stay here...

Yes - he can certainly apply for a work permit.

I assume you know that he needs to first find an employer in Canada who is willing to offer him a job and that employer must obtain an approved Labour Market Opinion.
