I applied for work permit extension on November 14 2023, for which i was eligible according 2023 extension rule, as my work permit was expiring on december 16 2023. But i got refusal on february 19 2024 for missing a payment. After rectifying all the issues i reapplied again on march 1 2024. And on 15th of june 2024 i again got refusal. The reason was as follows “
All applications must be submitted on or before the public policy expiration of
December 31, 2023.” But i had applied initially before december. Can any one help in this matter. What should i do now ?

Assume you stopped working on February 19. You are not eligible as you didn’t submit a complete application prior to December 31. You reapplied in March so not eligible. Hire a Canadian immigration lawyer if you want to fight it.
What is your status now because you probably have been out of status since February.

A complete application needed to be submitted by December 31, 2023. Your complete application wasn't submitted until 2024. At this point I would recommend you speak to a lawyer.
Doesn’t matter. You submitted an incomplete application in 2023. You got refusal so you had to reapply and it was a new application which you submitted in March. Get a lawyer.
What have you been doing since February? Did you change status/restore status?
So in February, you stopped working. You may now be out of status again and it is more than 90 days so not sure if you can even restore status. You need a lawyer for next steps because you are not eligible for extension based on incomplete application.
The initial application was incomplete and was refused. The rectified / new application was submitted in 2024 and had a 2024 date. This was a completely separate application and IRCC would not have processed it as a 2023 application.
Note that you must either be married or common law to have any chance to benefit from your fiancee's status. Common law means you have lived together continuously for at least one full year and have evidence to support this.
