work permit expired, can I apply for visitor visa

My work permit expired in Dec-2017 on the 12th. I applied for a paper based work permit extension one week before Dec-12-2017. My work permit extension was refused and the reply from CIC came on April-3rd-2018. The letter mentioned that I can not apply for restoration and I need to leave the country immediately. In the mean time, my employer has applied for LMIA. Can I apply for visitor visa(from with in Canada) until a decision on LMIA is made.

No - not possible. You have been out of status for too long to restore your status from within Canada. Your only option is to leave Canada as the letter has instructed you to do. Recommend you leave as soon as possible so that you won't have issues returning.
