Hi Experts,

My wife applied for dependent PR from India in Aug-2016, the status as of now is in progress, 2 months back we were asked to pay RPRF fee, which we paid.

My wife also got visitor visa for 10 years in nov-2016, and she travelled to canada almost 2 weeks back, validity for her stay is still 6.5 months (total validity allowed on border was 7 months).

My question is - can she apply for work permit, given the fact that

1. her PR application is in progress
2. she has a valid TRV (visitor Visa) stamp on visa to stay in canada for next 6.5 months, with visa validity of 10 years.

Open work permits are only available for inland applicants. If she wants a work permit, she will need to find an employer willing to go through the LMIA process.

I feel that 'Finding the employer' for LMIA should NOT be the case, as this is exactly what "OPEN" work permit stands for, snippet from CIC website.

An open work permit is a work permit that is not job-specific. Because it is not job-specific, you will not need the following when you apply for your work permit:

a Labour Market Impact Assessment (LMIA) from Employment and Social Development Canada; or
proof that an employer has submitted an offer of employment through the Employer Portal and paid the employer compliance fee.

As explained by MilesAway, since you applied for PR using the outland process, your spouse doesn't qualify for an open work permit. If your spouse wants to work before she has PR, she will need to obtain a closed work permit by securing a full time job offer in Canada supported by an LMIA from the employer.
