Work during waiting for Family Sponsorship approval

hi all,

hope you are doing great and safe! I'm planning to apply for spouse sponsorship and my spouse has a valid open work permit but we found the following statement at IRCC website. Does it mean that my spouse cannot work even with a valid work permit before application of sponsorship? Any idea? Thanks

Remember that while your spouse or partner’s permanent residence application is being processed, they must:

• maintain legal status as a visitor, student or worker in Canada, and
• wait for their work permit application to be approved before starting to work.

If your spouse has an OWP, they can continue working as long as it is valid.
