I have a friend who has an humanitarian and compassionate application in process since 2010. He has not heard from CIC and no final decison has been made. He is 66 yrs old and has been in Canada for 16 yrs. His case is very complicated and he may likely not get PR in Canada. He is also HIV+. So can he just send them a letter stating he wants his application withdrawn and if so, what is the process to leave Canada?
The refugee application process is different than H&C. They qualify for different things.
Anyone applying for H&C has to purchase their own private insurance if they want to be covered for medical emergencies. They will have to pay for regular medical check ups out of their own pocket.

If a person applied H&C while he was on visit visa in Canada, does he have to apply for extension of stay if decision is not made on his H&C application by the time his visit visa expires. What if his extension is refused? His H&C application is abandoned even if he didn't leave Canada by choice... but just because he was refused to stay?
