My husband applied for student work permit and his application has been made on 12th Feb but then he withdrew his application via webform on 14 Feb and got IRCC officer’s info that “A note has been added on file to notify the responsible office that you wish to withdraw your application. The office will determine if the application can be withdrawn and will issue a refund within 16 weeks of the withdrawal, if applicable “ because he has job offer in Canada from his company. After that, we informed CIBC bank to cancelled our bank account in Canada to get money back. On 28 Feb, We got procedure fairness letter mentioning that “ you may be inadmissible for misrepresentation. The Guaranteed Investment Certificate (GIC) document that you submitted in support of your application was verified and confirmed to have been withdrawn of funds.” We were comfused because we already informed IRCC about our case and they noted on file but we got procedural fairness. Please advise us what to do

Hire an immigration lawyer to help you. It sounds like you aren't sure how to respond to the PFL so get legal help. If IRCC makes a finding of misrepresentation, you'll be banned from Canada for 5 years.
Ideally, you would have waited till your application is withdrawn by IRCC (and you being notified) before you remove your fund.
It's a bit too late for that. It does sound like you need help from an immigraiton lawyer to address the PFL.
