Reason for refusal will decide the fate of new application refusal or approval
As per IRCC if you fixed the issue for earlier refusal and reapply , they will consider it
But suppose without fixing your earlier cause of refusal , you keep apply , it will keep rejecting

Ex: if application 1 refusal was you did not provided your biometric on time and second application you did biometric on time , it will not reject
On the other hand your visa rejected because of criminality , it will keep reject irrespective you apply multiple time
