I have less than one year of Canadian work experience (about six months).

Can I still use these six months working experience in Canada as part of my overall work experience (3 years) for FSW points, if they are in the same NOC?
 
So you mean to say you have 2.5 years experience from other country and half year experience in Canada to show Total 3 years experience. Yes you can in FSW as long as you get reference letter for 6 months.

But aren't foreign work experience and Canadian work experience calculated separately?

I mean, when they ask me how many years of Canadian work experience I have, my answer will be 'None or less than zero' and it gives 0 points.

And for the foreign work experience in the past 10 years, I have to claim it as either 2 or 3.

I have to claim '3 years' to be eligible. But I'm not sure if the work experience is 2,5 years foreign and 0.5 years Canadian, the officer will accept it or not.

When you write your EE profile, they only ask you to list all your work experiences and the system will calculate your total work experience to see if you meet FSW or CEC or both. Your final score will also be calculated automatically.
