Wife (applicant) has student visa, can she pay domestic fees at university?

My wife of four weeks has been here on a student visa, we are currently waiting for the marriage certificate to send our application.

In most university websites it states that a dependent of a citizen can pay domestic fees.

How does she become a dependent of mine? We already live together while she goes to school here.

Universities typically limit the dependent classification to children. However it's possible they may extend this rule to include your wife. There is no process for becoming a dependent. You'll simply have to speak to the university to ask if she meets any criteria for paying domestic fees. Ultimately the decision is up to the university.
