1. Why is there no CEC draws in October, November, December 2021?
2. Can anyone with 1year Canadian experience qualify under PNP Human Capital Priorities (HCP) stream OINP? Should it be applied first before creating EE profile or apply under OINP only when they send Notification of Interest under EE profile?

1. Draws may be done for the year...no one knows. They have a back log to process.
2. If eligible, yes and your CRS score is high enough. Apply for EE then select Ontario as the HCP stream is through EE.

IRCC has a backlog of more than 1.6 million applications including over 500,000 PR applications. If they only clear this backlog they are done with even next year’s target
