Thats my question as well, can I apply for another BOWP while waiting for second review?
I think applications are deliberately delayed until December so that everyone starts falling under Express Entry and we all have an idea that with EE there is very steep chances of getting a PR as its more employee driven i.e if you have LMIA then you will get PR.
can anyone suggest if i can send documents to CIC while my file is under 2nd review. My GCMC notes show that my company uses residential address and i want to send supporting documents. Do u suggest me to wait until CIC requests for it or go forward and send the documents to CIC.

If I were you, I would have sent anything and everything that can convince CIC of my eligibility immediately. If you have seen concern, act now. You never know when and what response you may get from CIC.
It is strange. Do you mean the due date of your eligibility is Oct 24? It's quite early for you. My files were received on January 31, 2014, while the due date of my eligibility is February 27, 2015.
