Which PNP stream suitable for IT NOC without a job offer?

Hello,

I have score of 354 (Thanks to IELTS 6.0 writing band brought my score down to CLB7).

I know that my chances on EE is almost zero. So PNP is my best shot, but most of the streams require having a job offer.

I did find Ontario, so I'm waiting to be invited, if it happens, but how many actually got invited below 400? Is it common?

Any other streams I should look into? Your experience is appreciated.
