You can look up your NOC yourself and see if it is in-demand in any provinces.

For Express Entry-linked streams you need to be in the EE pool. Some provinces will want you to file an expression/notice of interest with them and others will select you out of the EE pool if they want you.

Thanks. But my CRS is low so EE will be difficult. I would like to explore PNP route. How can i submit my interest for PNP? Also, is ECA report mandatory to obtain?

Entering the EE pool is different from being invited to apply for PR through one of the EE streams. It is still a requirement for any EE-linked PNP stream even if your CRS is low; a score of 440 is in fact decent for many PNP streams.

To submit your interest you need to check off the names of the provinces you are interested in when you create an EE profile, which requires an ECA. Or, for non-EE streams, you should follow the procedures on the provincial websites.

Create an EE profile and as I said search which provinces your NOC may be in-demand in. It isn't hard to find out.
