I am planning to have my University sends the official document to ECA via University official email from registrar office, which is acceptable method by almost all ECA.
However, most ECA require mailing the actual application form.
Since I do not live in Canada it's gonna be very costly to mail the original application form.
Which one of these ECA agency have a streamed online portal for application submission? That's i don't need to physically mail the application.

I opted for the Comparative Education Service by the University of Toronto School of Continuing Studies and successfully completed the entire process electronically. The only non-electronic portion of the process is after they complete the assessment and need to mail you the hardcopy of your ECA.

It took around 13 full weeks from the day I submitted my application to the day they dispatched the hardcopy, so it actually took a long time.
I submitted my application on February 24, 2019. My university emailed them the official transcript almost immediately after I requested it, so they completed the initial review on the 27th. Note that this is the date they begin counting the 12-week processing time. After the initial review, my file was put in queue, and there were no updates whatsoever until May 28 when they started and completed the assessment. The hardcopy was dispatched the following day. It hasn't arrived yet, but they did email me the softcopy, which has the reference number we need for the Express Entry profile.
