Where can I get a digital photo done when submitting PR application?

I have got a digital photo from Walgreens as per the Canda specifications and a physical copies. Which of the below is good to do :

- Scan physical copies and upload
- Upload digital pics without any changes.

Walgreens did mention they are not sure if digital photo is per the requriement however physical photos is .

Is there a online app or website to convert digital photos to the above requirement ?
