With this in mind - when is the best time to apply for my PRTD? It will be the London, UK visa office.
I'm also a bit thrown as the application form asks for my Canadian permanent address - I don't know this yet as I will stay in an Airbnb for the first few weeks until I find a rental. I can put a friends address but will they check?

No they wouldn't issue me a PR card when I landed as I was doing a soft landing and the address I gave was a friends address, so they told me I would need to apply for PRTD when I next return (which will be this September) and get my PR card when I'm landed properly.
