1.create express entry profile
2.wait for ITA
3.you got ITA gather all necessary documents submit them
4.After you got their AOR and your work permit is still valid you can apply for BOWP if it's expiring soon.
Afterwards just wait for your pr if nothing goes wrong.Processing 6 months to 1 year depends (fastest 3 month)
That's nonsense! Just put your EE profile up whenever you can to maximize the chances of getting an ITA. No matter when your PGWP expires, submit your EE profile.

so by then should I submit even with a low score of 480?

Get the test done and submit your profile. IRCC is known for doing unpredictable draws, what good will you get by not being in the pool? If you went through a costly course to get a PR, why not submit your application?

About French exam - since you mentioned you aren't very confident about your fluency, I would recommend giving it once so that you can scope out actual weak areas. It is easy to assume that you know your weak areas, but usually people learn a lot more about themselves after giving an exam. So, if you can bump that early (let's say Feb), you can give yourself enough time to fix errors by Jun/July/Aug (instead of learning about your weak areas in Jun/Jul/Aug).

I would suggest that. You can give a mock exam as an alternative, but I couldn't find good mock exams or a fair assessment of my speaking and writing through mock exams easy. If you give now, you'll have a data point that you can use to say I'll take X months to improve myself. Would be more helpful that way.
