I want to know when he able to sponsor me ?

What do you mean "sponsor"? You need to provide more details.

My brother-in-law was in toronto for six months and now in winnipeg since last one and half year.

He got Manitoba PNP last month. and he is still there.


now if I want to apply for Manitoba PNP from India on basis of relation to him.

So I want to know does he able to sponsor on this basis or he able after getting PR.
I checked on come to manitoba tool from there website i score upto 75 points while requirement is 55 points.

You may get points for having a relative in Manitoba but he can't sponsor you under the Manitoba PNP as far as I can tell.
