What to do about my partner (almost-husband)

I am starting my Phd at the University of Toronto in September 2013. My partner and I are getting married in January 2014, so I'm thinking that he should apply for a tourist visa to come over in September, and then once we're married in January he can apply for an open work permit, since he'll then be my spouse. Does this sound feasible? Also, does he need to leave Canada whilst the open work permit is processed, or not?
