Have completed a minimum of a two-year diploma or degree program, while studying on a full-time basis. One-year post-graduate degree programs and certificate programs, which require a previous degree or diploma (which may have been obtained abroad), are also eligible.
Have a job offer in a managerial, professional or skilled trades occupation (NOC 0, A or B). The job offer does not have to be related to the field of study.
Have a job offer that is permanent and full-time and meets the entry level wage for the occupation, rather than the prevailing wage required for applicants in the General Category.
Yes.. that's after 1 year.. else you have to do Masters from University.

What if a person's GPA is below 3 and does not fulfill the requirement of the University should he apply for masters or rather go for a Diploma in a community College???
For that matter, it varies from uni to uni but if the person wants to enter into university just for surety to get SP then first get admission in 8 or 9 month certificate proogramme instead of getting admission in college for cert/dipl courses.
When someone gets SP then it would be a nice decision to deferral the course for next year and request for refund of uni tuition fees and try to get admission in community college for cert course of one year duration improve your score nd enter into uni for degree progrm not for certificate course.
For PNP issues, master degree is always considered first rather undergraduate or dip/cert courses.
