I am asking in behalf of my friend who is currently working in SK as software developer manager for a year now. He had been nominated (got ITA) before but it got expired and missed to apply for PR. He has working visa and has his son with him too. He wants to apply again through express entry as he thought it would be faster. Would you advise that or just choose the Saskatchewan Experience Stream? I would like to help him as much as I could since I have undergone with SINP before but I think I am missing many changes. Please guide me so I can help him. Thank you...

We are kinda confused as my friend came here with work visa and was nominated through SINP but unfortunately that get expired when he submitted the PR app. He is tryinh now to apply for PR through express entry but he is worried that he doesnt have LMIA as on his work permit, it was indicated that it’s exempted. Am I right, he can apply as FSW since he has worked for over a year with the employer he has now.
Also he has been promoted from software developer NOC 2174 to software engineer manager and we are not sure if this is an issue as it is now different from the one indicated in his work visa. Please shed a light.

I have to stay that I'm a bit confused by his circumstances. Normally if you are on an employer specific work permit, the it's tied to a specific NOC as well. However it sounds like he has changed jobs. If the new job is a different NOC, normally this means he needs a new work permit.
Given he's already had issues applying (PNP nomination expired before he could apply) - and also given that he doesn't seem to know what to do next and doesn't seem to want to do the research himself, it sounds like he would be best off working with an immigration lawyer to apply so that he doesn't make any further errors. This would be my recommendation.

Unfortunately some important things in life , such a the PR/PNP process costs money , and if they want to move forward without making anymore errors , they’ll have to spend the $$$$
