From the basic research I have done, it seems my best option is to seek a job offer from a Quebec employer and then apply for Express Entry immigration. However this seems to be quite difficult for someone outside Canada. I have applied for some jobs in my specialty but received no response. I assume most employers will only consider applicants who are already legally allowed to work in Canada. Do I have any other options?
