I applied under the PGP 2019 for my father (PA), my mother, my brother and my sister.
What would happen if my father(PA) or my brother (DEP) refused to do any of the steps e.x biometrics or medical test?
Would the whole application be stopped or I can get the rest of them in?

All applicants must successfully complete biometrics and the medical in order for the application to be approved. The entire application will be put on hold until these steps are completed.
This is incorrect. Family members cannot be removed. Either everyone completes biometrics and takes and passes the medical, or the entire application is refused.
You may want to talk to them to get the process completed. They could later on decide if they want to land or not.

PGP in the future is unknown and hard to come by. They really should try to complete it.
At the mean time, you should look into changing the principle applicant to your mother, so that she could land even if the rest of the family decided not to land when the process finished.

Yes - it's all or nothing. Even if you were able to change the principle applicant that individual would still need to take and pass the medical and also provide biometrics. Both parents and any dependents must complete all of these steps regardless of whether they want to come to Canada or not. If even one person fails to do so, the application is refused for everyone. There are no workarounds to this - apart from a dependent aging out (e.g. if one of your parents' kids turns 22 you could ask for them to be removed from the application).

Like someone else said explain to them do the biometrics and medical but once it comes time to land they don’t have to if they don’t want to just say they may change their minds later on
